Spectrum is a finite natural resource that relates to the radio frequencies allocated to communications over the airwaves. Our mission is to ensure mobile operators have timely and affordable access to low-, mid, and high-band spectrum. Without it, mobile operators can’t meet the growing demand for high-speed, mobile broadband services with good coverage in all parts of the world. Sufficient internationally harmonised spectrum is essential to ensure the quality that consumers and businesses have come to expect, and rely on, from mobile networks. We work with governments, regulators, international organisations and the mobile industry to collectively help launch innovative services and connect more people.

  • 🇧🇷 At the Congresso Latinoamericano de Satélites, organised by Teletime News, Larissa Jales, Policy & Regulatory Manager, GSMA Latin America and the Caribbean, joined the session “Telcos, D2D, partnerships and competition” to discuss the opportunities and regulatory considerations around D2D. Key takeaways: 🛰️ Partnerships are key: Mobile and satellite operators are partners, with commercial agreements already delivering D2D services. 📶 Complementary connectivity: Terrestrial mobile networks cover 96% of the global population. D2D can add value in uncovered areas where people travel, work and spend their leisure time. 🌍 Closing the usage gap requires more: 38% of the world’s population lives within mobile coverage but does not use mobile internet, with affordability and digital skills among the main barriers. In Brazil, the figure is 26%. 📊 Technology has limits: Even with significant satellite resources and IMT spectrum, D2D capacity remains constrained, highlighting why it should complement rather than replace terrestrial networks.   • 🌍 Europe will need more mid-band spectrum, and today's decisions are shaping tomorrow's networks. That’s why early clarity on future spectrum bands is essential. 📈 Mobile data demand will continue to grow in the coming decades, while Europe will need significantly more mid-band spectrum for the next generation of connectivity. The 🇪🇺 #DigitalNetworksAct's provision for long-term spectrum roadmaps can give operators greater visibility on where and when spectrum will become available, helping them plan investment, develop new ecosystems and support harmonisation.   • 🇲🇳 In September, GSMA’s Spectrum Director for APAC, Yishen Chan, spent a week engaging with Mongolia’s mobile industry, national regulator and regional regulatory community on the spectrum policies needed to support the next generation of connectivity. 📶 At MobiConnect 2026, Yishen presented the GSMA’s Vision 2040 and explored the mobile industry’s spectrum needs for the next decade. 🔗 https://lnkd.in/dpHdKkgw 🏛️ At the Communications Regulatory Commission of Mongolia (CRC), he delivered a spectrum workshop covering spectrum management principles, including roadmaps, pricing and licensing. 🌏 At the ITU-RRS Asia Pacific 2026 meeting, discussions focused on key regional spectrum priorities, including WRC-27, the 6 GHz band and D2D. 🙏 A big thank you to Mobicom, the CRC and ITU for the opportunity to engage and exchange perspectives.   • 🌎 The GSMA, represented by Carol Sosa Leguizamón, participated in Unidad Reguladora de Servicios de Comunicaciones (URSEC)'s Annual Communications Services Regulation Conference, held as part of the regulator's 25th anniversary celebrations. 📶 During the "Spectrum Reloaded" session, Carol emphasised the importance of long-term planning and spectrum roadmaps to meet growing mobile data demand and make future 6G available to everyone. She indicated that by 2040, Latin America and the Caribbean will need between 1.7 GHz and 2.2 GHz of total mid-band spectrum. 🛰️ Carol also discussed the growing potential of D2D connectivity, highlighting the importance of regulatory frameworks that protect IMT operations which could be facilitated by secondary MSS allocations with appropriate protection limits. 🙏 Special thanks to URSEC authorities Gonzalo Balseiro Giglio, Bruno Fernández Iguini and Bude Héctor for the invitation and well organised event.   • Forward-thinking spectrum policy can extend connectivity to all communities.   📶 Low-band spectrum improves connectivity for rural communities by helping base stations cover up to 10 times the area of higher bands.   🏡 Rural mobile internet users spend more than twice as much time connected to low-band spectrum as urban users.  📉 Yet 18% of rural users in low- and middle-income countries cite inconsistent coverage and slow speeds as their main barrier to using mobile internet. Prioritising international harmonisation and assigning low-band spectrum to mobile operators plays an important role in bridging the digital divide.   • At #M360 ASEAN, GSMA Spectrum Engagement Director Luiz Felippe Zoghbi joined a roundtable exploring the technical, commercial and regulatory conditions needed to scale D2D. Key takeaways from the discussion: 🛰️ D2D supplements, rather than replaces, terrestrial networks. With around 2% of ASEAN still in the coverage gap, satellite can extend connectivity to remote and rural areas — while the usage gap requires solutions around affordability and digital skills. ⚙️ Technology has trade-offs. D2D face greater path loss and less efficient spectrum reuse than terrestrial networks. Using IMT spectrum offers device compatibility, but raises interference concerns, while MSS spectrum reduces those risks but has fewer compatible devices. 🚨 Resilience is a powerful use case. Real-world data shows D2D activity can surge during disasters when terrestrial networks fail — demonstrating its potential as a critical supplementary layer. 🌏 Spectrum harmonisation and the right regulatory framework will be critical. The industry needs a sustainable model that can support investment, alongside regulatory treatment that protects terrestrial networks from harmful interference.
