Build a dictionary plan from completed types and source scopes, rename local binders, and check the inserted terms against their claimed signatures. Return only verified bindings with recomputed dependency groups and retained qualified types. Reject missing signatures, undetermined goals, and newly introduced unguarded cycles.

Treat the checker-generated reference annotation as an occurrence rather than a declared qualified signature, so a bare summon cannot escape the required annotation check.
