The Gist
- New standard. Sierra and Meta are developing the Personal Agent Protocol, an open standard for how consumers' personal AI agents interact with businesses. Sierra names Genesys, Instinct, Rocket, Shopify, Stripe and Walmart as partners, and Meta's list also includes NiCE and Decagon.
- Contact center stakes. Sierra says personal agents that stall on a website fall back to calling the support line or opening web chat. Those are the channels Genesys and NiCE run.
- Spec still pending. Sierra plans to publish a v0.1 specification later in October, followed by design workshops and a reference implementation.
Sierra and Meta on Oct. 6 announced the Personal Agent Protocol, an open standard that defines how consumers' personal AI agents sign in, identify themselves and complete tasks with businesses. Contact center software rivals Genesys and NiCE both signed on.
The announcement lands a month after Meta launched Muse, its personal AI agent. Muse can shop, book travel and negotiate bills on a user's behalf. Every one of those tasks eventually touches a brand's customer service operation.
What the Personal Agent Protocol Does
Sierra co-founders Bret Taylor and Clay Bavor laid out the design in a company blog post. "The principle behind the Personal Agent Protocol we're building is that consumers decide what access to give their personal agents, and companies set parameters for what those agents can do," they wrote.
The flow starts on a company's website. A personal agent discovers what the business offers and opens a session for its user. It can browse as a guest to check product availability or a returns policy. When a task needs account access, the customer signs in on the company's page or uses credentials already stored with the agent. The customer chooses read-only or write access.
Sessions run on OAuth and carry across channels. Sierra says a question asked before sign-in and an order change made afterward count as one visit.
From there, the company picks the route. A personal agent can navigate the regular website, connect through APIs built on standards such as MCP and OpenAPI, or work with the company's own AI agent for tasks that need conversation. Sierra's example of the last route is a warranty claim.
Sierra floated future additions without committing to dates: finer-grained permissions, push notifications for events such as a flight delay, and payment extensions that would let an agent complete a purchase without sharing card details.
What Meta Says About the Protocol
Meta pitched its own announcement at businesses that block personal agents from their websites. "Turning away a personal agent means turning away the customer behind it," Meta wrote. The company says Muse acts only when a person asks it to, so anyone sending Muse to book, reorder or fix an issue has already chosen that business.
Meta also described the rules Muse follows on a business's site. Its "one honest person" test asks whether a reasonable person doing the task by hand would act the same way at the same scale. A second test asks whether the system would still work if every Muse user made the same request. For sign-ins, reservations and purchases, Muse is designed to proceed only with explicit user approval.
The contact center question shows up in where Meta wants this to go. Meta says browsing is slow and brittle, and it expects many businesses to run their own agents that talk to Muse directly. "A personal agent should not have to interpret a support center article when it can ask the business agent a direct question and get an authoritative answer," the company wrote. Meta sells its own Meta Business Agent, launched in June for WhatsApp, Messenger and Instagram. Sierra, Decagon, Genesys and NiCE all sell business agents too.
Are We Getting Email Vibes Here?
Meta compares the effort to email. "Email took off because everyone agreed on addressing, message transport and delivery. No one owns it, anyone can build on it," the company wrote. David Singleton, vice president of engineering and consumer products at Meta Superintelligence Labs, made the same comparison to CNBC. "We're defining rails that we hope personal agents and business agents can run over for the future," he said.
Meta says it has designed the core parts of the protocol, and a working group of partners will build out the rest. Key pieces remain open. "We look forward to sharing more on how we're designing the protocol with our partners to address how personal agents can securely convey user identity, how businesses can steer personal agents for efficient website use or towards optimized APIs and skills, and how personal agents talk to business agents on the user's behalf," Meta wrote.
Singleton told CNBC that Muse already has millions of U.S. users. CNBC also reported that Amazon has blocked Muse, citing website-scraping concerns.
The two announcements list different partners. Meta's names Genesys, NiCE, Decagon, Rocket, Shopify, Stripe and Walmart. Sierra's names Genesys, Instinct, Rocket, Shopify, Stripe and Walmart. NiCE says it is co-developing the protocol with Meta, Sierra and other industry partners.
Why Genesys and NiCE Are at the Table
Sierra frames the problem in contact center terms. Most personal agents today load pages and click through forms the way people do. "When that can't get the job done, they may call the company's support line or open its web chat," Taylor and Bavor wrote.
That fallback traffic lands on contact center platforms like Genesys Cloud and NiCE CXone. Genesys Chairman and CEO Tony Bates described personal agents as a new entry point into the business. "Personal AI is creating a new front door to the enterprise," Bates said in the Sierra announcement. "Brands need a trusted way to know who an AI agent represents, what it's authorized to do, its intent, and how to work with it securely."
Bates struck a different note in a LinkedIn post the same day, framing the effort around orchestration. "This shouldn't be something any one company builds in isolation," he wrote. "It's about orchestrating people, AI, systems and data with the right context, governance and trust around what the customer is trying to accomplish."
The partnership has a recent precedent. At Xperience 2026 in September, Genesys announced collaborations with Sierra and Meta, among others. Organizations can now run Sierra agents in customer journeys alongside Genesys Cloud Agentic Virtual Agents, and Genesys deepened its WhatsApp integration through Meta. CMSWire covered those announcements in its Xperience 2026 report.
Genesys also cited a Gartner prediction in that release: by 2028, 80% of organizations will see AI agents consume the majority of their APIs, up from less than 20% in 2026.
NiCE Signs on Through Meta
NiCE CEO Scott Russell announced the company's role in a LinkedIn post. "A new economy is taking shape, powered by AI agents acting on behalf of people and businesses," Russell wrote. "This is a defining moment for customer experience. The agent-to-agent era has arrived, and NiCE is helping build the trusted foundation that will enable it to operate at enterprise scale."
NiCE had been building toward this. At NiCE World 2026 in June, it introduced the Agentic Engagement Plane, an orchestration layer designed to authenticate, mediate, route and govern interactions as customers, employees, personal AI agents and enterprise AI agents deal with one another. Forrester principal analyst Max Ball flagged personal agents as a threat to the contact center model ahead of that conference. "This is likely the quickening of personal bots changing the game here," Ball told CMSWire.
Editor's note: Roles below reflect what each company said in Sierra's or Meta's Oct. 6 announcements or in its own public statements. The two announcements list partners differently, and neither has published a governance model or detailed partner responsibilities.

Who Answers When a Personal Agent Calls?
The company-agent route raises a competitive question for CX leaders. Sierra and Decagon sell AI customer service agents. Genesys sells its own Agentic Virtual Agents and now hosts Sierra agents inside Genesys Cloud. NiCE sells NiCE AI Agents built on Cognigy, which it acquired for $955 million. All four companies are tied to the protocol through Sierra's or Meta's announcements.
NiCE CEO Russell named that field on the company's August earnings call. Asked whether NiCE meets Genesys, Sierra, Decagon or Salesforce on large deals, Russell said, "The answer is probably all of the above."
Analysts have drawn a line between the two contact center vendors on openness. Blair Pleasant of COMMfusion told CMSWire in June that Genesys may hold an edge in open architecture because its A2A and MCP strategy makes third-party agents easier to integrate. NiCE has moved in that direction, she said, but still takes a comparatively less open approach. An open standard for personal agents puts both positions to work.
The protocol leaves the choice of route to the brand, and Sierra says anyone can implement it. Whether the spec stays neutral on which vendor's agent answers the door will be clearer once v0.1 is published.
What Access Controls Does the Personal Agent Protocol Give Consumers?
Sessions run on OAuth, and consumers choose whether a personal agent gets read-only or write access. Agents then work through a company's website, its MCP or OpenAPI interfaces or its own agent, with payments extensions planned.
Sierra's 2026 Funding, Acquisitions and Enterprise Deployments
Sierra has emerged as one of enterprise AI's fastest-scaling platforms, closing a $950 million Series E in May led by Tiger Global and GV at a $15 billion valuation — more than triple its $4.5 billion valuation from late 2024. The company now counts more than 40% of the Fortune 50 as customers and surpassed $150 million in ARR. New capital is targeted at European and Asian expansion and extending AI agents into sales and customer lifetime value optimization.
On the product and M&A front, Sierra acquired AI agent startup Takeoff in July and launched Horizon, a platform for long-running, outcome-driven enterprise agents. Notable deployments include Nordstrom's voice agent "Nora" (live in five weeks), Singtel (10 weeks, 70%+ resolution rates) and Cigna (eight weeks, 80% reduction in patient authentication time).
Distribution deals are accelerating Sierra's global reach. SoftBank Corp. became its exclusive Japan sales partner in July 2026. Liberty Global signed a three-year framework covering roughly 80 million European connections in September, and Sierra joined OpenAI's B2B marketplace as a launch partner.
How Fast Has Sierra Grown Since Its $4.5 Billion Valuation in 2024?
Sierra raised $950 million in May 2026 at a valuation above $15 billion and reports more than $150 million in ARR. It has since added Takeoff, launched Horizon and signed distribution deals with SoftBank and Liberty Global.
Where the Personal Agent Protocol Fits With MCP and Agent Governance
The protocol enters a crowded field of emerging interoperability standards. CMSWire has reported extensively on how Anthropic's model context protocol (MCP) functions as a universal connector between AI agents and business platforms, with governance and permission-scoping at the protocol level.
VKTR's analysis of enterprise API readiness found that fragmented, poorly governed APIs represent a significant business risk as autonomous agents gain the ability to act across enterprise systems. CMSWire's coverage of agent-to-agent CX dynamics notes that enterprises need confidence an agent is authorized to take requested actions, framing identity and governance as foundational to customer experience.
Which Industries and Company Sizes Does Sierra Target With Its Customer Agents?
Sierra sells to large enterprises and upper-mid-market companies with complex, high-volume customer interactions. Its core verticals are financial services, telecom, technology, healthcare, travel, retail and subscriptions.
What the Personal Agent Protocol Changes for Brand Websites, APIs and Agents
Editor's note: The following table highlights the most important lessons, actions and strategic considerations emerging from the Personal Agent Protocol launch for brands that serve customers through websites, APIs and contact center agents.
| Key Area | What Happened | Why It Matters | Recommended Action |
|---|---|---|---|
| Authentication | Agent sessions run on OAuth and carry across channels before and after sign-in. | Brands can tell when an agent is acting for a known customer. | Audit account sign-in flows for agent-initiated OAuth sessions. |
| Consumer permissions | Consumers choose read-only or write access for their agents. | Write access lets agents change orders and accounts. | Define which actions agents may take at each access level. |
| Access routes | Agents connect through websites, MCP or OpenAPI interfaces or company agents. | Poorly governed APIs become a risk once agents can act on them. | Inventory APIs and decide which ones to expose to personal agents. |
| Agent-to-agent service | Personal agents can work with company agents on conversational tasks such as warranty claims. | Contact center virtual agents will field requests from other agents. | Test virtual agents against agent-originated requests before v0.1 ships. |
| Roadmap | Sierra plans a v0.1 spec, design workshops and a reference implementation, with payments and push notifications planned. | Early participants shape how the standard handles brand controls. | Assign an owner to track the spec and join a design workshop. |
Genesys' Agent Orchestration Push Ahead of the Personal Agent Protocol
The Personal Agent Protocol is the latest in a string of moves that position Genesys Cloud as a coordination layer for AI agents, human workers and enterprise systems. Genesys calls it the agentic orchestration platform for CX.
The financial footing is strong. At its Xperience 2026 conference in Las Vegas on Sept. 2, Genesys reported Cloud annual recurring revenue of nearly $2.9 billion for its fiscal second quarter, up more than 30% year over year. Cloud AI ARR topped $400 million and grew at more than twice the rate of overall Cloud ARR, according to the company. Genesys said more than 7,500 organizations use Genesys Cloud.
Genesys used the same event to introduce four orchestration capabilities. Genesys Cloud Navigator is an AI-native front door that routes customers through conversational understanding. Genesys Cloud Orchestrator coordinates AI, humans and systems while tracking journey state. Contextual Intelligence turns interactions into persistent memory tied to customer identity, and AI Control Plane provides centralized policy and oversight for AI actions. Contextual Intelligence and AI Control Plane are available now. Navigator is slated for general availability by Jan. 31, 2027, and Orchestrator by April 30, 2027.
Genesys Expands Agentic Virtual Agent
Genesys also expanded its Agentic Virtual Agent with Scaled Cognition's APT-2 large action model, plus speech and voice integrations from Deepgram and ElevenLabs. On the partner side, it added the ability to run Sierra and ElevenLabs agents alongside its own virtual agents, Agent2Agent interoperability with Salesforce Agentforce and ServiceNow, and a deeper WhatsApp integration through Meta.
Much of that connectivity traces to the June 30 acquisition of Pinkfish, an agentic workflow company. The deal brought more than 500 integrations supporting 25,000 Model Context Protocol (MCP) tools across CRM, ERP, HR, order management and billing systems. Terms were not disclosed. Genesys said native integration into Genesys Cloud is expected by the end of its fiscal year on Jan. 31, 2027. MCP is also one of the API standards Sierra names as a route for personal agents under the new protocol.
Genesys has been winning in government, too. In March, Bell and Genesys announced contracts to modernize contact centers across Employment and Social Development Canada, the Canada Revenue Agency, and Immigration, Refugees and Citizenship Canada on Genesys Cloud. No dollar figure was disclosed.
The leadership bench shifted this summer. Longtime Chief Product Officer Olivier Jouve retired June 30. CTO Glenn Nethercutt took on an expanded executive vice president role, and Mike Szilagyi assumed product leadership.
How Do Genesys' Orchestration Tools and Pinkfish Deal Connect to the Personal Agent Protocol?
Genesys reported nearly $2.9 billion in Cloud ARR and introduced Navigator, Orchestrator, Contextual Intelligence and AI Control Plane as its agent coordination layer. Its June 2026 Pinkfish acquisition added 25,000 MCP tools, and MCP is one of the API routes the Personal Agent Protocol names.

NiCE's Agentic AI Push Ahead of the Personal Agent Protocol
NiCE has spent 2026 rebuilding its pitch around agentic AI. At NiCE World 2026 in Orlando on June 9, the company said agentic AI is now native at the core of its platform. Enterprises can run AI agents, human teams, workflows, data and systems as what NiCE calls one intelligent operating model.
Four capabilities anchor that platform. NiCE AI Agents handle execution across voice and digital channels. The Agentic Engagement Plane orchestrates interactions among customers, employees, personal AI agents and enterprise AI agents. NiCE Guardian Agent monitors AI and human actions for compliance and risk, and Agentic Analytics feeds signals back into agents and workflows.
NiCE also launched NiCE Labs at the conference, a research, benchmarking and prototyping unit announced by Chief AI Officer Philipp Heltewig, a Cognigy co-founder. "The pace of AI advancement is extraordinary, but raw AI capability and enterprise CX leadership are fundamentally different," Heltewig said in a statement.
NiCE's Numbers and Its Biggest Deal
Cognigy sits at the center of NiCE's AI growth. NiCE reported second-quarter AI annual recurring revenue of $362 million, up 52% year over year, on total revenue of $782.3 million, CMSWire reported in August. CFO Beth Gaspich said Cognigy alone added roughly 250 basis points to cloud growth. Shares fell about 6% the morning of the report as analysts pressed on renewal discounts and how much AI growth came from the acquisition.
The quarter also brought what NiCE called its largest CXone and Cognigy deal to date, a contract with UK tax authority HMRC delivered with Capgemini.
How Does NiCE's Agentic Engagement Plane Relate to the Personal Agent Protocol?
NiCE introduced the Agentic Engagement Plane in June 2026 to authenticate, mediate, route and govern interactions among customers, employees, personal AI agents and enterprise AI agents. The Personal Agent Protocol would standardize how personal agents sign in and identify themselves before they reach a business's systems.
