Roy Loyola

Roy Maulanin Loyola is a lawyer and the congressman of the 5th District of Cavite, covering the city of Carmona and the municipalities of Silang and General Mariano Alvarez.

He was admitted to the Bar in 1988. He first served as mayor from 1995 to 2004 and again from 2007 to 2010. It was during his time as mayor when Carmona (back then a municipality) was reapportioned from Cavite's 2nd District to become the new 5th District in 1999.

During his tenure as mayor, complaints were filed against him for alleged irregularities, but these were dismissed by the Office of the Ombudsman in 2002. A separate legal challenge disputing the validity of his appointments was rejected by the Supreme Court in 2011.

In 2010, he ran and won as congressman of the new district, making him its first representative in Congress. He served for three terms until 2019. He returned to his hometown to serve as mayor from 2019 to 2022, then back to being congressman in 2022. In Congress, he lobbied for the cityhood of Carmona, which was fully achieved in 2023.

In 2011, he was among the 39 members of the House committee on justice who voted in favor of the two impeachment complaints filed against former Ombudsman Merceditas Gutierrez. He also voted in favor of the death penalty bill in 2017, the absolute divorce bill in 2024, and the bill that revoked the franchise renewal of media network Sonshine Media Network International in 2024.

His wife, Dr. Dahlia Ambayec-Loyola, followed the same political route: She was elected congresswoman of the same district in 2019, and was elected mayor of the same town/city in 2004, 2010, and 2022.
