The House of Representatives is one of the two chambers of the Congress of the Philippines, alongside the Senate. Under the 1987 Constitution, it helps make laws and represents the interests of Filipinos in legislative districts and party-list groups across the country.
The House is made up of district representatives and party-list representatives, who represent marginalized and underrepresented sectors. Members of the House serve a three-year term and may serve for no more than three consecutive terms.
The House works with the Senate to pass laws, approve the national budget, and oversee the work of the executive branch. It also has powers that are unique to the chamber, including the power of the purse. All bills involving appropriations, taxes, tariffs, public debt, and local legislation must originate in the House, although the Senate may propose amendments. The House also has the exclusive power to initiate impeachment cases against impeachable officials — the president, vice president, members of the Supreme Court, and constitutional commission officials.
As the chamber closest to local communities, the House gives citizens from every legislative district a voice in national policymaking. Representatives raise the concerns of their constituents, propose laws to address local and national issues, and take part in committee hearings and investigations. The House plays an important role in lawmaking, government oversight, and ensuring that different regions and sectors of society are represented in Congress.
