Abdulraof "Sammy Gambar" Macacua

Abdulraof Macacua currently serves as the interim chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), having been appointed by President Ferdinand Marcos Jr. in March 2025.

Before this appointment, he was the officer-in-charge (OIC) or acting governor of Maguindanao del Norte, a position he assumed in 2023 after Marcos appointed him to lead the newly created province.

In February 2025, he accepted his appointment as BARMM’s interim chief minister, concluding his tenure in Maguindanao del Norte that began in 2023. His appointment as interim chief minister marks his return to the Bangsamoro regional government. He previously served as a member of the Bangsamoro Transition Authority, having been appointed in 2019 as part of its inaugural 80-member cohort.

Macacua also served as head of BARMM’s Ministry of Environment, Natural Resources, and Energy from 2019 to 2022, and as senior minister until 2023, when he assumed the position of OIC in Maguindanao del Norte.

He has also served in the Bangsamoro Transition Commission in 2016, playing an instrumental role in the passage and implementation of the Bangsamoro Organic Law. The landmark legislation paved the way for the establishment of BARMM in 2019, replacing the Autonomous Region in Muslim Mindanao.

Prior to these roles, Macacua served as chief of staff of the Moro Islamic Liberation Front’s armed wing, the Bangsamoro Islamic Armed Forces, and as a member of the Front’s peace negotiating panel.
