Oca Malapitan

Oca Malapitan (full name: Oscar Gonzales Malapitan) is the representative of the first district of Caloocan City in the House of Representatives since 2022. He has assumed various elected positions in the city since 1992, with a brief break from 2001 to 2004 after losing in his first congressional bid.

He first served as city councilor for two consecutive terms from 1992 to 1998, then as vice mayor from 1998 to 2001. He defeated then-outgoing Mayor Reynaldo Malonzo in the 2004 congressional race, eventually serving for three consecutive terms until 2013. He would come to serve out three consecutive terms as mayor from 2013 until 2022, when he successfully returned to the House of Representatives.

As of 2024, all his children are in government. Daughter Sharon (full name: Sharon Faye Malapitan-Bautista) is a board director of the Clark Development Corporation; oldest son Along (full name: Dale Gonzalo Rigor Malapitan) is city mayor of Caloocan; and younger son Enteng (full name: Vincent Ryan Rigor Malapitan) is first district councilor of Caloocan.

Malapitan has faced various charges throughout his political career. In 2015, the Office of the Ombudsman filed graft and corruption complaints against him and six other officials over the alleged misuse of P8 million of his Priority Development Assistance Fund when he was in Congress. The Court of Appeals dismissed the administrative charge in 2016, citing the condonation doctrine. The Supreme Court affirmed the CA decision in 2021. The issue was revived in 2024 when Malonzo filed graft and malversation charges with the Office of the Ombudsman over the same allegations.

He also faced charges in 2016 in connection with the allegedly overpriced birthday gift packs for the city’s elderly, and a graft complaint in 2021 over the purchase of P320 million worth of alleged substandard smart tablets for public school students.
