Stella Quimbo

Stella Quimbo (full married name: Stella Luz Alabastro-Quimbo) is an academic who was elected as representative of Marikina City's 2nd District in 2019, and reelected in 2022.

She obtained her bachelor's degree, master's degree, and doctorate in economics from the University of the Philippines. She also spent a year at Brown University in the United States as a post-doctoral fellow, and earned another master's degree in economics (for Competition Law) from King’s College in London.

She served as professor and department chair of the UP School of Economics, and held the Prince Claus Professorial Chair at Erasmus University of Rotterdam in The Netherlands. She has published widely on topics such as insurance design, provider incentives, equitable access to health care and health care demand, as well as child nutrition and cognitive development.

In 2016, she was appointed as commissioner of the Philippine Competition Commission, a post she held until her resignation in 2019 to join the local elections. She ran for Congress to succeed her husband, who had reached his term limit. Her legislative initiatives focus on promoting improved economic policies, more effective government services, and increased transparency and accountability within government.

In the House of Representatives, Quimbo was part of the technical working group that examined the franchise renewal of media network ABS-CBN. She stood alone in her dissenting opinion, as the other TWG members opted to reject the renewal. She also voted against the anti-terror law, and was among the six original authors of the Maharlika Investment Fund.

Quimbo ran for the mayoral post vacated by the term-limited Marcelino Teodoro in 2025. However, she lost to Teodoro’s wife, Maan.

She is the daughter of Estrella Alabastro, a food scientist who served as secretary of science and technology from 2001 to 2010 under the Arroyo administration. She has four children with husband Miro (full name: Romero Federico Saenz Quimbo), a lawyer and former Marikina City representative.

She ran for a mayoral seat in Marikina City in 2025, but lost.
