master counterpart of PR against 3.3.x, adapted for the avatar.helper service that replaced phpbb_get_user_avatar() on this branch. Exposes user_row, user_rank_data and avatar (the avatar data array) before the page's assign_vars() call, same insertion point as the 3.3.x version. PHPBB-17725

master counterpart of #7057, needed because that PR's forward-merge check reported a conflict: master already replaced
phpbb_get_user_avatar()(the line the event sat next to on 3.3.x) with theavatar.helperservice. Adds the same event, adapted to exposeavatar(the avatar data array) instead of the removedavatar_imgstring, at the same insertion point.
