The functions of the Delegation consist of facilitating the institutional representation of the Government of the Generalitat of Catalonia in the Principality of Andorra in relation to matters that fall within the competence of the Generalitat and promoting the internationalisation of Catalonia in the economic, social and cultural fields. The Delegation also maintains institutional relations with organisations and entities of interest to Catalonia and supports Catalan citizens in Andorra.
Catalonia and Andorra, due to their historical neighbourly relationship, have maintained various areas of institutional collaboration for years.
Cooperation can be seen in sectors such as infrastructure, with the Andorra - La Seu d'Urgell Airport; the economy and business, with the agreement between ACCIÓ and Andorra Business, and the numerous trade relations, which account for 52% of Spain's exports to Andorra and 42% of Andorra's imports to Spain; in the field of employment, with the bulk of cross-border workers and the large Catalan resident community; in culture, with the Ramon Llull Foundation or the transnational candidacy for UNESCO World Heritage; in health, with several bilateral agreements; in the environment; in mobility and transport; in education; in sports; and also in the links consolidated within the framework of the Pyrenees Working Community.
The same language, a culture with many points in common and numerous personal, family and institutional ties.
Catalonia is a society open to the world. Foreign action is an undeniable priority for the Catalan Government, which is committed to doing so following the principles of utility, ambition and collaboration. At a time of multiple transformations, the international community will find in Catalonia an ally to build a more democratic, prosperous and socially just world. The Catalan government's foreign action is an opportunity to strengthen Catalonia's presence and influence at the European and international level and respond to global challenges.
The Statute of Autonomy of Catalonia recognises the external action of the Government of Catalonia and legally defines its scope of action. These precepts are developed in Law 16/2014, of 4 December, which regulates Catalonia's foreign action and the relations of the Government of Catalonia with the European Union.
The Generalitat has a network of 21 delegations with coverage in 72 countries, including all the member states of the European Union, as well as 60 commercial, cultural, tourism and cooperation offices.
The Government of Catalonia maintains bilateral and multilateral relations with countries and regions around the world and with the main international organisations.
