Generated industry skills are now "思维顾问 + 实操 CLI 套件":
- Each generated {industry}-master skill auto-emits a cli/ subtree with
  bash scripts (protocol/agentic.sh / decision/{cluster}.sh / workflow/{slug}.sh).
- Standard interface across all scripts: --help / --explain / --dry-run / --json.
- Pure bash 4 + POSIX coreutils, no jq/python deps.

Cross-skill composition:
- Phase 3 spec'd to spawn parallel subagents that invoke nuwa-skill on top 3 figures.
- prompts/sub-skill-figures.md template guides each subagent.
- Resulting person sub-skills embed in {industry}-master/sub-skills/.

Increment refresh:
- tools/update_skill.py with plan / archive / mark-in-progress / finalize actions.
- Per-track decay table: tools/workflows/sources high (3mo), figures/glossary
  medium (6mo), canon low (24mo).

Validated on 2 prototypes:
- LLM agent infra: 11 scripts emitted, Phase 4 PASS (10/12 mech / 1 partial / 0 fail).
- 跨境电商运营 (zh-CN, mini scope): 5 scripts emitted, validates non-tech industry
  + zh-CN locale + general-playbook fallback for cross-industry clustering.
