rhombus repl & racket repl should tell the user that they can get help via ,?

Before

$ racket

Accessing help via ,? was not obvious to me. In fact having seen error messages encouraging me to do ,bt made me realize there might be ,help and others. This small change will be useful to people new to the racket ecosystem

P.S. This PR was implemented in an different way earlier in racket/rhombus#821 for the Rhombus programming language repl only.

Thanks to @usaoc for recommending this alternate approach so that racket repls gain this help message too.
