Do not merge. Pins two cheap qnn jobs at pytorch/test-infra#8980, both the workflow ref and test-infra-ref. That branch makes linux_job_v3 look for python3 before using it, and fall back to uv when the image has none. These images do have python, so this is the side that must not change: it should take the existing path and behave exactly as it does on main. tensordict#1807 covers the other side, where the image has no python at all. The remaining 42 v3 jobs here stay on main, so any difference is attributable. Authored with Claude Code.
