requires-python is already >=3.9 (3.8 support was dropped in 1.2.0), but the classifiers still advertised 3.7 and 3.8. PyPI shows those classifiers, so a 3.7/3.8 user sees a supported version and then gets a requires-python install error. Also add 3.12 and 3.13 classifiers to match tox envlist and the versions already tested in 1.1.2 / 1.2.0. Fixes python-openxml#1620

Fixes #1620.
requires-pythonis already>=3.9(3.8 support was dropped in 1.2.0), but the trove classifiers still listed 3.7 and 3.8. pip enforcesrequires-python; PyPI displays the classifiers. A user on 3.7 or 3.8 therefore sees a package that claims to support their version and then getsERROR: Package 'python-docx' requires a different Python. This removes the stale 3.7/3.8 classifiers and adds 3.12/3.13 so the list matches
tox(py39–py313) and the versions already tested in 1.1.2 / 1.2.0.
