Document CSE support for Load Base Split in TiDB Cloud 2609 in the existing Load Base Split page. LBS has existed since TiDB 4.0; this change documents its CSE implementation and explicitly states that it is disabled by default in CSE.
Add the split-selection behavior and limitations, and use platform-specific CustomContent blocks to separate the existing self-managed TiKV configuration instructions from the CSE content.
This is a draft for review. Supported Cloud plans and the customer-facing enablement procedure remain TODOs and must be confirmed before publication.
Target master first, then cherry-pick to release-8.5 under the agreed Cloud documentation workflow. The release-8.5 checkbox below refers to the documentation publication branch; the CSE product version is Cloud 2609. No TOC changes are included because this updates an existing page.
