Updates the Caddy module to Caddy v2.11.6, which lifts both holds from #2681:
github.com/google/cel-gov0.28.1 is replaced bycel.dev/cel-gov0.32.0 (the module was renamed upstream, and Caddy v2.11.6 imports the new path).github.com/KimMachineGun/automemlimitv0.7.5 → v1.0.0.Other bumps:
