This is first of the manylinux image upgrades for numba/numba#10774

It moves docker image used for linux-64 llvmdev_for_wheel from manylinux2014 to manylinux_2_28

The changes look good. However, the documentation at:

https://github.com/numba/llvmlite/blob/main/buildscripts/manylinux/README.md

is now outdated. Can you update the README.md to reflect the correct versions in use?

Following the today's maintainer meeting discussion, there were no objections to moving linux wheels to newer manylinux_2_28. This PR is now good to be merged.
