Fix the JSR publish of releases - #54

deno publish refuses uncommitted changes, which setting the version from the tag makes: publish with --allow-dirty. jsr.yml can now be started by hand with a version, to repeat a failed JSR publish; the version commit no longer waits for JSR, only for npm. 3.1.0 is on npm, but its version commit was skipped because the JSR publish failed, so it's set here.
