Update uv.lock with OpenAI plugin and dependencies 
- Added livekit-plugins-openai v1.2.15 to enable TTS functionality
- Resolved 105 packages with uv lock --upgrade
- Fixes Railway deployment error about stale lock file
- Docker build will now succeed with all dependencies properly locked
