Several of these are newer than Ruby 4.0.7, but in most cases they are either minor updates, of importance to JRuby (json 3 has a new optimized parser), or may have security updates. We opt to go ahead with latest versions of each, since they can be downgraded by explicit dependency. power_assert is not updated to 3.1.0 because that version depends upon some features of TracePoint we do not yet support. See jruby#9704 irb could not be updated to 1.18.0 because it depends on the prism gem (currently requires a native library on JRuby) since 1.17.0. This isn't done in CRuby until 4.1, but we need it due to a few remaining requires of the deprecated io/wait library from io-wait gem 1.0.0 (needed by us to avoid overwriting core IO#wait functionality). Adding this prevents any requires of io/wait from loading the deprecated code. We can remove the gem in our 4.1-compatible release next year, but it should remain in the 4.0-compatible releases to fulfill that dependency requirement.

The verify_rails script raised errors if verification failed, but because the rails_runner script did not confirm verification succeeded it never would fail the CI job. This change makes it hard fail in rails_runner if the verification subprocess fails. Relates to jruby#9705 which caused our verification script to fail (without failing CI) due to the json 3.0 update and jruby#9709 which restored a working version of json.

Several gems updated here, see commits.
I've also made "io/wait.rb" a provided library so that requires of it don't hit the deprecated source in the io-wait 1.0.0 gem (needed by #9656).
