Fixes #1267
The Checkstyle configuration currently requires Javadocs for public JUnit lifecycle methods such as @before and @after, producing warnings in shared test classes. This change allows those annotations in both Javadoc checks while preserving the existing checks for production methods.
Validation:
The issue is open and unassigned. The repository contribution guide requests the Accepting Contributions label; this PR is submitted for maintainer review of that contribution gate.
