Generated setup-uv steps could use Actions caching unnecessarily, and deduplication could carry cache-enabling inputs into replacements. Custom setup-uv steps that remain in the agent job also need explicit cache settings, even when no uv command is detected.

  • Generated steps: Force enable-cache: false, including when merging runtime inputs.
  • Deduplication: Drop carried-over enable-cache values while retaining unrelated inputs and custom-version behavior.
  • Custom steps: Warn when caching is omitted or enabled; treat the same condition as a strict-mode compilation error. Explicitly disabled steps retain their customizations.

@copilot Checked 83593018 locally. The compiler change works: gh-aw compile api-consumption-report with this PR now emits with: enable-cache: false under astral-sh/setup-uv, and main emits no with: block.

But the committed lock files weren't regenerated. On this branch, all 21 .github/workflows/*.lock.yml that use astral-sh/setup-uv still lack enable-cache: false (for example api-consumption-report.lock.yml line 570). Please run make recompile and commit the updated locks.

Ran make recompile and committed all 21 updated locks in 2f95e3a6; each setup-uv step now has enable-cache: false. All 333 workflows compiled, workflow-drift checks and focused/impacted tests passed, as did make fmt, make lint, and secret scanning. The scoped progress gate still reports pre-existing custom-linter findings on main. Final diff review found no issues; automated CodeQL timed out. CI on the new commit remains unverified.

Ready for review. Checked 2f95e3a6: all 21 lock files that use astral-sh/setup-uv now have enable-cache: false. There are no review threads. Separately, AWF v0.28.50 (gh-aw-firewall#9705) on its own fixes runtimes: uv inside the sandbox (verified in a sandbox run), so this PR is hardening and saves the cache step.
