## Agent Responsibilities

The agent owns source/dependency inspection, security-review coordination,
compilation/scanners, evidence collection, revision/hash tracking, cleanup,
and permitted dispatch/monitoring/audit. Do not ask the user to perform these
technical steps. Prepare a concise evidence packet for any required human
validation; retain genuine authorization and protected-environment gates.
Report a concrete unresolved blocker, not a generic preflight checklist.

## Strategy

1. **Anchor intent and failure.** First [capture developer intent from the current session](debug-security-review.md#capture-session-intent-first). Clarification is optional when the user is available; otherwise record unknown intent, continue static diagnosis/clearly authorized work and block uncertain execution/upload/effects. Record revisions, versions, trigger/inputs. [Collect existing evidence](#collect-existing-evidence) from supplied accessible runs or cached logs; otherwise start from source/fixtures, never dispatch for evidence. Compare existing runs with `gh aw audit RUN_ID RUN_ID_2 --group` for recurrence. Label observed/local/fixture/inferred/unavailable evidence.

2. **Preflight MCP startup.** Read declarations/imports, credential references, startup commands/destinations without resolving secrets. Follow the [agentic security-review instructions](debug-security-review.md) before executing changed code or starting servers, including local reproductions and dry-run tooling. Before `gh aw mcp list WORKFLOW`, `gh aw mcp list-tools WORKFLOW --server NAME` or `gh aw mcp inspect WORKFLOW --server NAME`, account for startup/connections. Require isolated scoped test bindings, reviewed startup effects and metadata-only calls; otherwise use cached schemas. Do not mutate ambient credentials.
2. **Preflight MCP startup.** Read declarations/imports, credential references, startup commands/destinations without resolving secrets. Follow the [agentic security-review instructions](debug-security-review.md) before executing changed code or starting servers, including local reproductions. Trusted compile-only dry runs may produce evidence before final review, under that reference's snapshot/restore rules; they do not authorize workflow or MCP execution. 3. **Reproduce one boundary.** Choose compilation/prompt/MCP/agent/safe outputs. Run the real component with existing edge test doubles, minimal inputs, output assertions, disposable files and a timeout. Mock missing context/APIs/credentials. Never contact production or disable the firewall; leave OIDC, approvals, hosted tokens and runners unverified.

## Development Compilation

The agent runs these checks. `--dry-run` must emit locks and cannot be combined
with `--no-emit`. It is permitted to compile in the current checkout, preserve
diagnostic outputs in session artifacts, and restore only the compiler's
changes afterward. Follow the [compile-only snapshot/restore rules](debug-security-review.md#compile-only-validation);
do not discard user edits or treat restoration as a way to bypass findings.

PASS grants no dispatch permission; retain scanners, isolation, credential

## Agent Ownership

The agent performs the review: capture intent, inspect source and reachable
runtime dependencies, prepare the evidence packet, run independent judges,
resolve findings and missing coverage, execute permitted compilation/scanners,
and record the result. Do not hand these steps to the user as a checklist.
An incomplete judge response is missing review evidence, not a confirmed
vulnerability or a reason to ask the user to inspect code. Gather the missing
evidence within the judge limits below; never turn UNKNOWN into PASS.

The agent also prepares exact revisions, hashes, credential-source/destination
metadata, permissions, protections and run bounds for any required human
validation. Ask only for decisions or authorization the agent cannot supply,
such as protected-environment approval or authentication repair. Human
validation remains required for live execution; it is not a request for the
user to perform the technical review. Never retrieve secret values or claim
to have verified credential validity/expiry when metadata cannot establish it.

## Compile-Only Validation

The agent may run the installed, trusted `gh aw compile WORKFLOW --dry-run`
to obtain emitted locks and compiler/scanner evidence before the final
source/lock review. This permission covers compilation, not execution of
workflow scripts, changed compiler code, build hooks, harnesses or MCP servers.
Review those separately before running them. The judges remain read-only.

Emission is required: do not combine `--dry-run` with `--no-emit`. Compilation
may run in the current checkout; a disposable checkout is optional, not a
prerequisite or work to delegate to the user. Snapshot the pre-command contents
and existence of every file the compiler can modify, including pre-existing
user edits and untracked files. Preserve the diagnostic locks and results in
session artifacts, then restore only compiler-generated changes to that
snapshot. Remove only known files created by this invocation; never reset the
worktree or overwrite concurrent edits. If ownership is unclear, stop cleanup
and report the conflict.

Record hashes of both the diagnostic output and the restored files. Reverting
diagnostic output does not erase findings, satisfy a failed gate, or transfer
the diagnostic lock's review verdict to a different live lock.

## Agent ownership

The agent performs setup, source and runtime-dependency inspection, independent

the [shared security-review guidance](../../aw/debug-security-review.md);
