[community] Clean up README attribution section - #66412

Remove Attribution Candidates Need Review section from README.md. This section should only appear in the wiki, not in the main documentation. Tier 4 candidates are tracked in Community-Contributors wiki page instead. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
