Make AI credits accounting resilient to unknown pricing - #65563

Unknown models could stop inference when AWF had no pricing entry, and untrusted repo-memory ledgers could block the daily AIC guardrail.

• Pricing fallback: Emit default pricing for static models while preserving configured rates and dynamic model handling.

• Ledger resilience: Warn and use verified workflow-run artifact accounting instead of an untrusted repo-memory ledger. If verified accounting is unavailable, fail closed.
• Generated workflows: Regenerate affected workflow locks to include the fallback config.
