Build failures seem to be baseline updates now that there's a new framework in the OR conditions. Can someone with a windows machine clean those up? Maybe I'll have some time to work on the xplat build of this repo. |

This is a quick pass at it, but I haven't been able to get the tests to build locally (yay!)
It looks pretty similar to #3367, so I feel like I'm on the right track.
