I have the same issue (especilly for github actions which doesnt have any image supporting earlier SQL LocalDB versions)
I've submitted a basic fix (string only) in this PR

In meantime I'm able to publish new versions, I suggest to build own package by checking out this repository on windows machine and calling build; then build -st Nuget, this should give you the two nuget packages.

@projecteon, I didn't get the clearance from @daniellittledev to enable me publishing this nuget yet.
