It is not in $PATH anymore if System Integrity Protection is on.

This is good. But do you know how the change will propagate to the many other copies of NuGet.targets in the wild (in other repos)? thanks

There's no good solution really, each repository will have to fix it themselves.

Fortunately this does not appear to be a problem in NuGet 3, so eventually it'll resolve itself.

ConvILTypeRefUnadjusted properly handles the case where the reference is
statically linked. ConvILTypeRef does not.

These two used to be a single API. They were split in 640db00 and it was
a simple oversight that the wrong one was wired up here.
