This PR backports two CI fixes to the backport-kubernetes-1.39 branch to restore a working test pipeline after the CI sync (#20542) introduced regressions.

Fix 1: Restore `with_docker_compose` standalone binary (HEAD)

The CI sync (#20542) replaced with_docker_compose (which installs a standalone binary into BIN_FOLDER) with with_docker_compose_plugin (a Docker CLI plugin installed into ~/.docker/cli-plugins).

elastic-package v0.79.0 used on this branch hardcodes exec.Command("docker-compose", ...), so it relies on the standalone binary being first in PATH. Without it, the system docker-compose v2.24.7 (bundled with Docker 26.1.2) is used instead of the pinned version v2.17.2.

Docker Compose v2.23+ changed the YAML serialization of docker compose config: the environment field is now emitted as a sequence instead of a map, which elastic-package v0.79.0 cannot unmarshal (map[string]string), causing test failures.

Calls with_docker_compose from test_one_package.sh and test_integrations_with_serverless.sh (alongside the existing plugin installation)
Reverts KIND_VERSION/K8S_VERSION in pipeline.yml and pipeline.serverless.yml back to the backport-branch values (v0.20.0 / v1.28.0)

Drops ELASTIC_PACKAGE_COMPOSE_DISABLE_VERBOSE_OUTPUT → replaced by two more specific env vars from the sync, cleans up COVERAGE_OPTIONS and other env diffs

Fix 2: Detect legacy `snapshot.yml` in `is_stack_created`

elastic-package renamed the stack file from snapshot.yml to docker-compose.yml in May 2024. On this branch (v0.79.0), the file may still be named snapshot.yml. The is_stack_created function only checked for docker-compose.yml, so it would report no running stack even when one existed.

Change: adds a fallback find for snapshot.yml so a running stack is correctly detected.
