fix(idle): Agent 空闲但 composer 残留文本导致发送前 idle 卡死——自动清空解除

症状：idle_wait busy=True flags=['composerText'] 反复出现，任务发不出去，
要等 30 分钟超时才放行。原因是上一条 prompt 发送后 composer 里残留回显文本，
而 composerText 被当作 busy 信号。

修复：
- cursor_ctl.clear_composer(): focus → Ctrl-A → Backspace 清空输入框（不输入不提交）
- _ensure_idle_before_send: busy 唯一信号是 composerText（Agent 完全空闲）时
  清空 composer 并记 composer_cleared 事件；Agent 真在跑（其他 flag）时不动

已验证：py_compile 通过、flags 判断逻辑单测通过、--check-config 回归正常
