feat: support focused lint with LINT_FILES - #155

Full Component lint can block a small change on unrelated baseline errors. Projects can now opt into LINT_FILES in both make fix and lint targets, so lifecycle gates validate the frozen phase scope and manual lint validates working-tree changes. run_lint.py --full and complete validation retain full checks. Focused success satisfies only the inline gate and does not stamp full Component validation. Unsupported projects, deleted files and unsafe path representations retain full checks. Full checks clear inherited LINT_FILES to prevent accidental narrowing. Document the project contract and bump devloop to 0.3.15. Validation: 58 relevant tests passed (7 focused lint, 26 lifecycle, 25 git workflow); Python syntax and git diff --check passed. make fix and make lint were attempted but this repository does not define those targets.
