Treat merged and closed PR/MR state as the authority for reclaiming linked
worktrees, including dirty, locked, external, nested, and submodule checkouts.
Keep the primary checkout and branch refs so agent work remains reproducible.

Add a throttled background heartbeat from Codex lifecycle hooks because plugins
cannot register Scheduled tasks, while retaining the one-shot task for native
monitors and manually configured schedules.

fix(devloop): reclaim finished worktrees promptly

CCR Unit and Hypothesis Review failures could leave failed=0, causing devloop to skip PR/MR comments and show clean despite an incomplete review. Recognize all ten current and legacy failure warning types, deduplicate reported file paths, and retain warning counts and session identity in review state and history.

Surface fatal errors, process timeouts, missing terminal events, and stage failures even when no findings are produced or all findings are already delivered. Preserve partial findings, keep unknown warnings visible, and align MR summaries, Board output, and review status. Bump devloop to 0.3.14 and document the compatibility contract.

Validation: make test passed all 199 tests, including 32 review tests; two existing failed-run records replayed through the adapter produced correct failure counts; git diff --check passed.

fix(review): report incomplete CCR runs instead of clean

Full Component lint can block a small change on unrelated baseline errors. Projects can now opt into LINT_FILES in both make fix and lint targets, so lifecycle gates validate the frozen phase scope and manual lint validates working-tree changes. run_lint.py --full and complete validation retain full checks.

Focused success satisfies only the inline gate and does not stamp full Component validation. Unsupported projects, deleted files and unsafe path representations retain full checks. Full checks clear inherited LINT_FILES to prevent accidental narrowing. Document the project contract and bump devloop to 0.3.15.

Validation: 58 relevant tests passed (7 focused lint, 26 lifecycle, 25 git workflow); Python syntax and git diff --check passed. make fix and make lint were attempted but this repository does not define those targets.
