feat(harness): durable event log with projected session inbox input - #19
Conversation
Publishing an event assigns the aggregate's next sequence, runs its projectors, and writes the row in one transaction, so a projection that rejects an event rolls it back along with its side effects. Session.prompt records a prompt in session_input durably and idempotently; promoting it appends the user entry in the same commit. The inbox and the entry tree both take their positions from the log, so they share one sequence space.

Claim each steer batch with one owner
When two coordinator instances drain a session containing at least two pending steers, each row is published in its own transaction here, so worker A can win the first row while worker B wins the second. Both callers then return positive promotion counts, and runner/loop.ts lets both execute a turn against the now-promoted conversation, duplicating or splitting work that should form one steer batch. The fresh evidence after the prior successful-count fix is that per-row counting still permits split ownership of a single batch; claim or serialize the batch per session before reporting runnable work.
