Add Cline appendix to primitives matrix #147

Goal

Document Cline (VS Code agent) in the primitives matrix.

Files

• docs/primitives-matrix.md — new ## Appendix: Cline (mirror Devin/Aider appendix structure)

Acceptance criteria

• Appendix heading: ## Appendix: Cline
• Map: Scheduling (manual vs external cron), Skills/rules path, STATE.md, maker/checker split, MCP if any
• Honest note where a primitive is not first-class
• One copy-paste week-one Daily Triage command — report-only
• Human gate note for any write path
