Describe the kernel.lve_ipc_isolation parameter and what the feature
gives hosting accounts: a private System V IPC namespace per account,
no key or identifier clashes between accounts, and no application
changes. Includes how to enable it, persist it, and verify it, plus the
package requirements. Adds the section to the page's table of contents.

The switch is the server flag now, not a hand-edited sysctl: lve-utils
translates the flag into kernel.lve_ipc_isolation and keeps it across reboots.
Documents on/off, the opt-out marker and how to check the state.
