ArmVirtPkg/ArmVirtCloudHv: Support fw_cfg kernel boot

Use the MMIO fw_cfg library and the generic QEMU image loader for DXE.
Include QemuKernelLoaderFsDxe and select the lightweight platform boot
manager so a kernel supplied through fw_cfg is attempted before normal
boot options.

Keep the existing TTY terminal type when changing boot manager
implementations.
