Update both localized runtime guides to match the published packages, registered nodes, TaskReport schema and current TaskCancel behavior. The regression test documents that a retained completed task returns true without changing its succeeded status. No runtime semantics are changed. Refs #1174.
Validation already reported on the implementation commit: 19 focused tests, Rush docs build and git diff --check passed. The follow-up removes only a duplicated copyright header in the test file; git diff --check passed and the final diff was reviewed. The tests/build were not rerun for that comment-only change.
Any future change to TaskCancel return semantics can be discussed separately; this PR describes the behavior of the current implementation. Current-head CI and maintainer review are pending.
