HBASE-30445
3.0 branch has deviated from 2.x branch in a way that appears unintentional. Because HBASE-23102 was backported later, it touched the line in an unexpected way, reverting back to the original code. The balancer should provide its baseline of available servers from
onlineServersinstead ofserverMap.keySet().This issue intends to bring 2.x branches back in line with 3.x branches.
