[AppKit Gestures] Add API tests for magnification versus mouse tracking suppression

Add coverage for the change in https://bugs.webkit.org/show_bug.cgi?id=324914. Each test starts
mouse tracking over a surface that does not scroll, so the mouse button is pressed, then magnifies,
and counts the mouse, wheel and gesture events the page receives while the button is down.

Content that handles neither gesture events nor the zoom wheels receives most of those wheels with
the button up.
(AppKitGesturesTests.Quirks.magnificationGestureAfterMouseTrackingKeepsTheMouseButtonDownForContentThatHandlesIt):
Content that prevents the gesture events keeps one mouse down for the whole gesture.
(AppKitGesturesTests.Quirks.translationAfterAMagnificationGestureResumesMouseTrackingForContentThatDoesNotHandleIt):
Translating after the magnification presses the button again.
