In `@packages/core/NOTICE.txt`:
- Around line 3-12: Update the notice in NOTICE.txt to cover both bundled data
sources: add the emojibase-data attribution and its MIT copyright and permission
notice, and document the search overlays’ source and license with any required
notice. Preserve the existing CLDR notice.
In `@packages/core/scripts/emoji-data/generate.mjs`:
- Around line 323-334: Add per-locale label overrides alongside
EXTRA_LOCALE_METADATA and apply them to the generated categories and skinTones
after the mappings in the shown block, correcting the Dutch and Japanese
category labels and German skin-tone typo while preserving upstream labels for
entries without overrides.
- Around line 263-265: Update capitalize to accept a locale and use locale-aware
uppercase conversion for the first character. Pass the applicable locale to
every capitalize call in the emoji data generation flow so Turkish labels retain
the correct casing.
In `@packages/core/src/emoji-data/searchEmojis.ts`:
- Around line 7-11: Update the empty-query guard in searchEmojis to check the
trimmed, lowercased searchText; return emojis unchanged when it is empty so
whitespace-only queries preserve the original order.
- Around line 18-23: Normalize the query and searchable emoji text consistently
in the search flow by lowercasing and removing U+0307 combining dots. Update the
query initialization and the label and tag matching inside the emoji search
function, preserving dotless “ı” as distinct from “i”.
In `@packages/core/src/i18n/locales/tr.ts`:
- Line 405: Update the Turkish `resolve` action label in the locale dictionary
from the completed-state wording to the imperative `"Çöz"`, matching the English
action and leaving `marked_as_resolved` unchanged for the completed state.

Add notices for emojibase-data and the search overlays.
The generator copies categories, versions, labels, tags, and skin data from emojibase-data into the bundled files. emojibase-data is MIT-licensed, but packages/core/NOTICE.txt currently covers only CLDR. Add its copyright and permission notice.
The search overlays also contribute bundled labels and tags. Document their source and license, and add any required notice.

Added the emojibase-data MIT copyright and full license text to NOTICE.txt in 741be3c. I cannot verify where the checked-in search overlays came from, so I have not guessed at their license or marked this thread resolved. @nperez0111, do you know their source and license?

🟡 Minor · Use the editor locale in default emoji suggestions. · dictionary.ts:17-20
packages/core/src/i18n/dictionary.ts:17-20
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick winUse the editor locale in default emoji suggestions.
When the default React grid handles a query that matches only a label or tag in the configured locale,
getDefaultEmojiPickerItemscan miss the emoji: it searches@emoji-mart/datawithout usingeditor.dictionary.locale. Load the locale-specific Frimousse data and search it here. MappingFrimousseEmoji.emojito the existingidand insertion value preserves the grid and inline-insertion contracts; it does not require the separate React picker UI migration.Suggested fix

Third PR in the stack: #3118 → #3119 → this PR → React picker.
Generates and bundles locale-specific emoji data, adds locale-aware search and a lazily loaded core emoji-data export, and wires the editor dictionary locale into default emoji suggestions. Adds Turkish translations and locale metadata for bundled dictionaries. Moves emoji data generation dependencies to devDependencies and includes data attribution.
The generated locale modules account for most files here; the React picker UI, browser tests, and docs are in the next PR.
Verified: core build and 3 targeted emoji-data tests. Type-aware lint passed with two no-control-regex warnings in the generator.
Original work: #2903.
