feat: Implement Live Session Resumption

Previous implementation doesn't pass the actual handle to server. Now we cache the handle and pass it over when reconnection happens.

To enable:
    run_config = RunConfig(
        session_resumption=types.SessionResumptionConfig(transparent=True)
    )
