Summary

Multiple missing PyErr_NoMemory calls and NULL dereferences in _interpretersmodule.c under OOM conditions during interpreter creation.

Reproducer

    try:
        interp = _interpreters.create()
        _testcapi.remove_mem_hooks()
        _interpreters.destroy(interp)

    except MemoryError:
