Manuel Alejandro Tovar Rivera (born 28 March 1974) is a Costa Rican lawyer, political scientist and politician who has served as Minister of Foreign Affairs since 2026.[1][2] He previously served as Minister of Foreign Trade from 2022 to 2026.[3] Tovar was removed for his position on September 24 by Costa Rica's president Laura Fernández for failing to inform her of a strategic meeting with high-ranking officials from other countries and taking in upon himself to attend without seeking authorization.[4]
