City Council of Kansas City, Missouri

The City Council meets on the 26th floor of Kansas City City Hall; its offices are on the 22nd floor.

The Kansas City, Missouri City Council is the legislative body of Kansas City, Missouri, the most populous city in the state. It consists of twelve council members and the mayor, who presides over the council and votes as a member, for thirteen members in total.[1][2] Kansas City operates under a council-manager form of government, in which the council sets policy and an appointed city manager oversees day-to-day operations.[1]

Structure

The city is divided into six council districts, which the city charter requires to be substantially equal in population and to be redrawn after each federal census.[3] Each district elects one in-district council member, chosen only by voters of that district, and one at-large member, who must live in the district but is elected by voters citywide.[3][4] The mayor is also elected citywide.[3]

The mayor appoints a mayor pro tem from among the council members to preside and act as mayor when the mayor is unavailable.[2][5] Fifth District council member Ryana Parks-Shaw was appointed mayor pro tem for the 2023 to 2027 term.[5]

Elections

Council elections are nonpartisan and are held every four years, with all twelve seats and the mayor's office on the ballot at the same time. A primary is held in April, and the top two finishers in each race advance to a general election in June.[4] Council members and the mayor serve four-year terms and are limited to two consecutive terms.[2][4] Candidates must be at least 25 years old, have lived in the city for five years and in their district for six months, and have paid city and county taxes for the two years before the election.[2]

The most recent election was held in 2023, when six of the twelve incumbents were term-limited and seven new members were elected.[4][6] The next election is scheduled for 2027.[5]
