As discussed on cross-project-issues and announced by the project lead, Code Recommenders will unfortunately not make it into 2018-12.

Marcel Bruch on cross-project-issues:
> I‘d like to withdraw Code Recommenders participation from the SimRel and EPP packages.

> The project committers currently do not have enough resources to keep pace with the changes in JDT/Java and thus we‘ve to take this necessary and long due action.

I will hence prepare a change that removes the Code Recommenders features from all packages/products that currently include them.

Code Recommenders will remain available on the Eclipse Marketplace, although whether we will run on Java 11 anytime so remains to be seen.

Merged for now as there were no complaints on epp-dev. Can revert at a later time, *if* the Code Recommenders works against 2018-12 and Java 11 again.
