CoE Handbook on Human Rights and AI adopted by Steering Committee

This title was summarized by AI from the post below.

The Steering Committee for Human Rights of the Council of Europe has adopted the Handbook on #HumanRights and #ArtificialIntelligence. This resource provides guidance to government officials and policymakers in #CoE Member States when applying the European Convention on Human Rights, the European Social Charter, the Framework Convention on AI and Human Rights,#RuleofLaw and #Democracy and other human rights standards to the #AI systems' lifecycle. While the Handbook addresses cross-cutting issues relevant to all sectors, it also examines the impact of AI systems in key areas of public governance, including #nationalsecurity, #lawenforcement, administration of #justice, #immigration and #bordercontrol, democratic processes, #healthcare, #socialservices and #welfare, #education, #labour and #employment. I greatly valued the opportunity to contribute in the draft working group as representative of the Conference of INGOs of the Council of Europe (CINGO). https://lnkd.in/d8CfDU6j

This is an important step. As AI systems begin to influence decisions that affect people’s lives, human rights cannot remain an abstract principle applied after deployment. They have to shape the structure of the systems themselves. In practice, the real challenge is translating human rights principles into decision architectures where accountability, traceability, and authority are built into the path of execution. Otherwise governance often becomes something we examine only after harm has already occurred. It’s encouraging to see more work connecting human rights frameworks with the technical realities of AI systems.
