Parallel Lobbying in EU Policymaking Explained

Glad to see our 📢 New publication in the Journal of European Public Policy! Why do companies lobby policymakers directly when their business associations are already lobbying on the same issue? In our new article, we explore the concept of parallel lobbying: a situation where firms engage policymakers directly and collectively via their trade associations. Using data on more than 35,000 meetings between interest groups and the European Commission between 2014 and 2023, we examine when and why this occurs. Our findings suggest that parallel lobbying is less about the characteristics of firms themselves and more about the associations they belong to. Firms are particularly likely to lobby in parallel when associations they are members of: ✅have substantial lobbying resources, ✅ are well connected in Brussels, ✅ represent broad and diverse memberships. The results point to an important tension in modern governance: business associations are expected to aggregate interests, yet many firms still feel the need to communicate directly with policymakers. The article raises broader questions about representation, influence, and the evolving role of business associations in EU policymaking. 📖 Open access: https://lnkd.in/e2fBpBcR
