    🏛️ More than 30% of the federal budget now goes to health, and yet tradeoffs are made because policy, processes, and platforms all evolve at different speeds. The healthcare trilemma—the persistent tension between cost, quality, and access to care—is a symptom of that fragmented system.   In Tria Federal (Tria)’s 20+ years supporting federal health agencies, we've seen numerous reform efforts stall because neither the agency nor its partners had a comprehensive picture of the internal operating system they were trying to improve. That’s why federal health leaders need a shared model, not just better tools. Managing the trilemma starts with the operating system of federal health: all the systems, platforms, policies, and workflows that power a federal program, and how they work together. It's a way of seeing the whole picture instead of managing each contract or workflow in isolation.    Technology, including AI, belongs inside that picture. It accelerates a process, good or bad. Without someone who understands the domain, it just makes a problem move faster.   A good model answers three questions:  🎯 What are we optimizing?  🚧 What constraints do we face?  ⚖️ How do we make trade-offs?   We're starting with hard questions, not easy answers.
