BOSTON CITY HALL NEEDS MORE CASH BOSTON IP) -Boston's new City Hall should be completed by early › 1968, but its occupants might have to sit on the • floors. Robert M. Morgan, chairman of the Government Center Commission, said Monday legislative approval is needed to borrow an additional $1 million for office equipment. He told the Joint Committee on Municipal Finance that $24.5 of the $25 million approved by, the Legislature for construetion of the city hall has been spent. The new equipment, he said, will cost an estimated $1.2 million. There was no opposition to a bill seeking the additional funds.
