Radio City Music Hall Productions and the Intrepid Museum Foundation will present three seasons of open-air concerts and other entertainment on Pier 84, at West 44th Street and the Hudson River, Mayor Edward I. Koch and James McManus, the president of Radio City, announced yesterday.

The pier, which has been leased by the city's Department of Ports and Trade for summer rock and jazz concerts since 1981, will also be redesigned so audiences in the 8,000-seat amphitheater will face the river. About 40 to 60 pop, jazz and classical concerts, crafts fairs, children's shows and community events will be presented on the 65,000-square-foot former passenger-ship pier this year between late June and early fall, according to Scott Sanders, the head of Radio City's entertainment division. The schedule is to be announced by late May, he said. The 1990 and 1991 seasons will run from April 1 through Oct. 31. Top Ticket Price: $18

The ticket price, which is regulated by the city, will be a maximum of $15.50 in advance and $18 on the day of the performance. Prices cannot increase by more than $1.50 a season. Last year's top prices were $13.50 and $15.

The Pier 84 concert series had been managed by Ron Delsener Productions, which presented summer rock concerts at Wollman Rink in Central Park during the 1970's. Radio City, which outbid the Delsener concern and Monarch Entertainment for the concession, will pay approximately $450,000 a year in rent. Before this year's bidding, the city announced that it wanted to extend the pier's concert season from four months to at least six months, and that it would require ''a broader variety of music, as well as family entertainment and daytime events,'' according to Marcia Reese, a spokeswoman for the ports and trade department. Radio City's selection must be approved by the city Concessions Review Committee, which is scheduled to address the matter today.
